Morocco’s 2027 draft finance bill (PLF) provides for a lower budget for the communication sector while maintaining several projects devoted to film and video games. These figures remain forecasts: the bill has yet to be adopted by Parliament.

A budget down 12.35%

According to figures reported in the Moroccan press, the communication sector’s budget would stand at MAD 2.047 billion, 12.35% less than the previous year. This allocation includes MAD 1.8 billion for public broadcasting and MAD 247 million in support for the press.

The International Film City in Ouarzazate

The International Film City project in Ouarzazate, where work began in June 2026 on a 10.49-hectare site, is estimated at about MAD 240 million. The communication sector would contribute MAD 60 million. According to the presentation of the bill, as reported by the Moroccan press, funding for the works would be released progressively between 2027 and 2029.

A video game zone in Rabat

The bill also plans to continue the creation of a zone in Rabat dedicated to digital games. Its total cost is put at about MAD 460 million, of which MAD 160 million has already been released, according to the same sources. A programme called Gamification Lab, run with CDG Invest over 2027-2029, would receive MAD 10 million.

Training for film and television

The bill also provides subsidies for the sector’s training institutes, including the Higher Institute of Audiovisual and Cinema Professions (ISMAC), which has had an annex in Dakhla since 2025.
